Myself and Olssen have asked the same question in different threads so I'll condense them both here:
Olssen said: Not sure if this has been mentioned in other threads, but my 'cities' 7" arrived yesterday, and the b-side is 'hearts & armour', not 'dublin' like we thought it was to be. does the track 'dublin' actually exist or was it just a mistake?
I said: I'm confused. The b-side was supposed to be "Dublin" but it's not, it's Hearts & Armor. The download is also Hearts & Armor. Where's "Dublin"? (And don't say Ireland).
Can anybody shed any light?

Where have you heard it? And any idea why it wasn't on the b-side, as advertised?

Good find! But I've just tried playing the sample and my Windows Media Player locked up. I'll try again later.
I see that Independiente don't have Digital Hearts on sale. Maybe it has sold out, which is why no shops can get hold of it.

The track labelled as 'Dublin' on the Independate site is actually 'Hearts&Armour' when you play it.
I've said it before, and I'll say it again...the band really need to sort out how their b-sides are distributed...it's starting to annoy fans i think.

That's disappointing. Perhaps it's the same song but it had a change of title somewhere along the way and it didn't get updated everywhere? Whatever, somebody (at Independiente?) needs to get their act together.
And I haven't been able to get on howlingbells.net for a couple of days. "DNS Error - Server cannot be found" - hope they've paid the bill.
